ABSTRACT

In introducing plan implementation above (§1.6.4), we isolated development control as one of its measures. It is a particularly significant measure for several reasons. Unlike others, it bites specifically and deeply into the continuing physical development process and thereby has the greatest potential of all measures for influencing development on the ground. Although the control is “negative” (in that it relies upon the power to refuse permission), it is capable in practice of being “positive”, in that it can be used creatively to steer and stimulate the market to operate with greater regard for development in the public interest.
