ABSTRACT
The preceding chapter argued that police sought to exert extensive control over political protest, but were constrained to do so without the risk of confrontation. How, then, did the police try to extend control? The answer is that in public order operations they relied, as officers do in much of police work, on informal means. The principal method of securing compliance was through negotiation with the organizer of the protest.
