In a popular book on the uses of history in policy analysis, Thinking in Time, for example, Richard Neustadt and Ernest May recommend a practical maxim they call the Goldberg Rule. They tell planning and policy analysts, “Don’t ask, ‘What’s the problem?’ ask, ‘What’s the story?’—That way you’ll find out what the problem really is.”2
