ABSTRACT
The answer to the second question is that most of the critiques of planning are indeed empirically valid. They have been dismissed too lightly by planning apologists. The comparisons of the effects of landuse planning in California and Britain also tend to show that, other things being equal, the greater the degree of traditional planning regulation, the more valid are the criticisms of it.
