ABSTRACT
A‘national report card’ is currently being produced to monitor progress towards these goals (Lewis, 1991; Pipho, 1991), Nearly every state has developed some form of monitoring system, as have many school districts and individual schools. Several other countries have developed or are in the process of developing national educational goals, national tests, and systems to monitor progress towards the national goals.
