Literacy Strategies: A View from the International Literacy Year Secretariat of UNESCO

International Literacy Year 1990 provided the opportunity to look critically at forty years of efforts to promote literacy and education in general as basic human rights. This chapter looks at some of the challenges and dilemmas raised in the current context. It also examines the literacy situation in the world and the various approaches used to defme and address literacy issues.
