ABSTRACT
This chapter analyses the critical role of neighbourhood organisations in improving the performance of local officials and ensuring better access to basic services in two Calcutta localities. It examines the reasons why in one neighbourhood groups were active in monitoring and supervising the role of local health care officials, whereas in another locality residents remained passive in view of unresponsive local health care officials and poor services, and it highlights the role of historical and political factors in helping to explain this.
