ABSTRACT
To the extent courts are able to choose among several ways of interpretation and application of laws one can speak of the policies of the judiciary. A nagging problem for the Russian judiciary is to ensure ‘the unity of judicial practice’, that is, to work out an integral approach of different courts to the same legal issues. The chronic failure of Russian courts to treat like cases alike placed this problem to the forefront of the activities of Russian highest courts.
