ABSTRACT
States have full powers to decide on the timing, the subject matter, the form and the terms of the commitments they make. Most of the time they act by mutual consent, but sometimes they choose to act unilaterally. When the suspension of nuclear testing was announced by the powers concerned and put into effect by them, this was the result of tacit negotiation.
