ABSTRACT

What is currently going on in schools can sometimes appear to be the sole focus of educational thinking.This risks a lack of interest in those who have always been the most vulnerable group of children in our society – those who are not participating in education at all: those who have no school to go to and possibly no other provision either. Transferring greater responsibilities to schools, either individually or in partnerships, assumes that all children are registered pupils somewhere. But many are not.Victoria Climbié was a child like this; she was never part of the school system. So clearly this is a vital issue that cannot be ignored if our intention is to make things better for those who are truly on the margins.
