ABSTRACT
Higher education financial problems persist in many countries, although reform is underway in all parts of the world. While the roots of these problems generally lie in a rapid expansion of public institutions that lack the autonomy to control resources and enrollments, the roads to reform have been, and will continue to be, diverse.
