ABSTRACT
The previous chapters have examined ways to resolve financial pressures at institutions of higher education by developing alternatives to government revenues as well as changing the mechanisms for allocating government disbursments to improve the efficiency of institutions. In this chapter, we broaden our perspective beyond the issue of purely financial flows to universities.
