ABSTRACT

In states such as Colorado, Connecticut, Kentucky, Maryland, and Pennsylvania, some legislators, school boards, and advocacy groups are excited about prospects of charter schools, privatization, vouchers and home rule legislation. These kinds of reforms seek to reinvigorate public education by introducing a competitive dynamic that grants local communities educational options. Since these reforms will likely threaten longstanding monopolies and create rivalries for the delivery of instructional services, resistance to restructuring reforms is certain to follow.
