ABSTRACT

Competency-based standards for teachers in the 1990s is again evident in many countries, especially as a tool for granting tenure (for example, in the USA) and as a basis for preservice training (for example, trial versions are occurring in Australia). Although competency-based approaches have been tried in the past and largely found wanting (for example, competency-based teacher-education (CBTE) in the USA in the 1970s), the current interest is widely supported by government and industry groups and has the potential to be more successful.
