ABSTRACT

Social Security disability payments, administered by the Social Security Administration (SSA), are presently provided through two programs, Title II and Title XVI, to about 9 million people and their families. There are more than 2 million new applicants, both adults and children, yearly. Title II eligibility is determined by FICA contributions made when the individual worked, while Title XVI eligibility is based on financial need. The cash payments and associated health coverage are important resources for recipients with serious mental disorders.
