ABSTRACT

In the preceding chapters we have ranged widely across the landscape of Southwestern resource and environmental issues and at times delved deeply into a number of those issues. In the belief that there is much to be learned by considering the regional context in which national policies are implemented, we begin this concluding chapter by stepping back to take a brief look at the broad national and international context against which the events unfolding in the Southwest can be understood.
