ABSTRACT
One of the main questions that will be addressed in this chapter is that of rent-seeking, or redistributive activities, or plain thieving. While in a superficial sense these are activities that may be found in all societies and at all times, there may also be systemic causes which explain the great variations that may be observed in the extent of such negative behaviour across times and across societies.
