ABSTRACT

Chapter 1 described four major stages in the creation of a valid and equitable assessment system: design, development, administration, and use. Chapter 6 focuses on fairness issues related to the two steps in the middle of this process. We start here because these steps are closely related and have been at the center of much of the debate over fairness in testing. Furthermore, the complex issues of design and use (and the importance of these issues), addressed in the next chapter, are more easily understood with a grounding in the relatively straightforward equity issues related to development and administration. Chapter 7 takes up even more complex issues concerning fairness in test design and use.
