ABSTRACT
The debate about the legalization of cannabis raises important issues: should the drug be legalized in the major consumer countries of the West, for example, the impact on the whole drug scene would be incalculable. Most crucially, it would highlight the much-quoted argument that soft-drug users automatically graduate to hard drugs.
