ABSTRACT

The explosion in use of the Internet has seen a vigorous debate in Europe, North America, Asia and Australia about whether or how such services can or should be regulated. The failure of the US Communications Decency Act has found the US Congress and Executive searching for different solutions. The UNESCO General Conference in Paris in 1997 considered the possibility of an international treaty or legal framework on cyberspace. Dr Martin Bangemann, the European Commission’s Telecommunications Commissioner, is now advocating an International Agreement on a wide range of communications issues with content aspects.
