He identified some of the many factors creating an environment in which the centrality of Parliament is reduced. These include the following: (1) Ease of travel and other forms of communication, which has in turn

contributed to the rapidly growing globalization of trade in services. This has lead to homogeneity in popular taste, and the creation of a world characterised by consumer dominance rather than producer dominance-hierarchies are being replaced by networks; structures are now horizontal rather than vertical, which legislatures find far more difficult to scrutinize and regulate.
