ABSTRACT

Corruption and public impropriety-major factors contributing to the loss of confidence in public institutions-are apparently endemic, and have assumed a central place in the concerns of many countries and international organizations. Additionally, the globalization of the world and advances in new technology have meant that wrong-doers in one jurisdiction are able to conceal their ill gotten gains beyond their own borders, out of reach of local laws. Unchecked corruption, argued Mr Nzerem, the session presenter, distorts development, particularly in developing countries, and therefore is a major concern for the world, both now and in the coming millennium.
