ABSTRACT
By way of illustration to the points made in the earlier paper presented by Mr Speaker Msekwa of Tanzania, the Speaker of the Parliament of Uganda, Hon JF Wapakabulo explained Uganda’s Movement System to the conference delegates. This system is essentially a no-party system, developed to allow the holding of elections and to permit the organs of the State to operate effectively without exacerbating tribal or religious hostilities between different groups within the country, as had happened earlier under multi-partyism.
