ABSTRACT
On 28 March 1994, Lord Woolf was appointed by the Lord Chancellor, Lord Mackay of Clashfern, to carry out a review of our civil litigation system. The aims of the review were: • to improve access to justice and reduce the cost of litigation; • to reduce the complexity of the rules and modernise technology; and • to remove unnecessary distinctions of practice and procedure.1
