ABSTRACT
This is the rule that any action or instrument emanating from the administration must be in keeping with the applicable law. The administrative courts, headed by the Conseil d’Etat, will have the task of ensuring that this principle is adhered to. In most cases the legal standards which must be complied with concern the written law. However, there are some unwritten principles which the administration must also observe.
