ABSTRACT

Housing law is an area of some complexity and is subject to frequent legislative change. It could be described as a ‘political football’, especially in relation to such areas as homelessness and the protection given to tenants in both the public and the private sectors. A change in government tends to coincide with changes of emphasis in the legislation concerning tenants in particular, exemplified by the Housing Act 1988 as compared to the Rent Act 1977, which is gradually being phased out and replaced by the former Act.
