Fetal alcohol syndrome (FAS) is now recognized as the leading known cause of mental retardation in the United States, surpassing Down syndrome and spina bifida. It is now well established that high levels of maternal drinking during pregnancy are associated with FAS, which is characterized by intrauterine and/or postnatal growth retardation, central nervous system impairment, and distinctive craniofacial dysmorphology (Stratton, Howe, & Battaglia, 1996).
