Are they two systems of government? Note that the question refers to the constitution allowing ‘both’ for a Prime Ministerial and Cabinet system of government. By so doing the assessor has added a ‘sting in the tail’ to the question. The implication contained within the question is that a Prime Ministerial system of government is distinct from a Cabinet system of government. The issue of whether they are distinct systems of government needs, however, to be considered.
