ABSTRACT
Central to constitutional law are issues of power and accountability. We have already seen that executive power within our constitution is considerable. If we turn now to the issue of executive accountability, we should note that the purpose of the convention of ministerial responsibility is to ensure that those who do govern are responsible to those whom they govern. In seeking to achieve this purpose, the convention has two aspects as illustrated in Figure 68.
