ABSTRACT

The role of distributor/allocator is a market role that may be hard to define owing to the implicit nature of the role in a competitive market. Actually, calling this a distributor/allocator role blurs the distinction between two different and often separate economic roles, but in the context of a market such as primary and secondary education there is little to be gained by attempting to formally analyze these roles individually. Although distributor and allocator are different economic roles, the relationship between them is such that there are economies in the same institution or organization playing both roles in many markets. Defining each of these roles will aid in understanding their importance as well as their nature in the context of primary and secondary education.
