ABSTRACT

Outcome assessment is frequently considered the primary element in the evaluation process (Rossi et al., 2004). However, as we have discussed throughout the text, even though outcome assessment is essential to ascertaining what resulted from professional activity, it cannot be comprehensive, soundly planned, and used without the thinking and action processes of problem statement, needs assessment, and formulation of goals and objectives. As we proceed through this chapter, note the strengths and limitations of outcome assessment. What can we come to know from it, and what can we not know? This chapter discusses the answers to these questions.
