For 20 years, the Algebra Project has been posing perplexing mathematics problems like this one in various groups, such as parents at a high school in New Orleans, teachers at Algebra Project institutes, researchers at the Spencer Foundation, and mathematicians at the Mathematical Sciences Research Institute.
