ABSTRACT
Three Member States of the European Union classify themselves as ‘federations’ in their constitutional documents (Switzerland, Europe’s oldest federation, remains obstinately outside the EU). Although there continues to be some debate as to what this term actually means (as discussed in Chapter 2), for our purposes their self-definition is enough to merit their being discussed as a distinct group of regional systems.
