ABSTRACT
This volume began by examining the rationales and reasons behind the creation of a regional tier. In this final chapter, we examine the extent to which these aims have been fulfilled and the extent to which the development of the third level has changed the governance of Europe. To begin this assessment we must first establish the true role of the regional tier in the EU today.
