ABSTRACT
These new and proposed institutions vary considerably in their structures and powers. Only the Northern Ireland Assembly and the Scottish Parliament have primary legislative powers (and there is even some debate over this, as discussed in Chapter 7). Even between these two institutions there are significant variations in their legislative authority. Despite this, the common aim of all these institutions is the democratisation of regional decision making, and thus we class all these institutions under one heading, ‘devolved’.
