ABSTRACT

The rule of law has been described by DM Walker, in The Oxford Companion to Law (1980), as a ‘concept of the utmost importance but having no defined, nor readily definable, content’. Although there is certainly an element of truth in what Walker states, it is suggested that it is possible to establish a core meaning in relation to the idea of the rule of law, although the complete meaning of the concept does tend to be more ambiguous and subject to change, depending on the political outlook of the person using the term and the time period in which it is being considered.
