ABSTRACT

An important activity for beginning teacher educators is to reflect on the notions of elite power and control and on democratic participation and decision making as they relate to the local, state, and national levels in our educational bureaucracy. Strong differences within the educational community exist about where certain educational decisions should reside and who should participate in their resolution. This issue has become more complex and complicated in recent years, as the United States has become part of the larger global community and geopolitical world system.
