ABSTRACT

A decade ago, the Educational Commission of the States (1994) called for improvement in assessment through assessment related to student outcomes. In its report, the commission stated the following: “Neither individuals nor the broader society can afford to be indifferent to concerns about the quality of our higher education institutions. … Nor can they allow quality to be defined solely in terms of academic studies that are isolated from the rapidly changing world in which knowledge and skills must be applied” (p. 1).
