Both the CRE and the EOC have two main powers. They can assist claimants and they can issue a non-discrimination notice in respect of discriminatory practices where there may be no known victim who wants to bring a claim.1 This may be because the company or institution has effectively deterred certain people from coming forward with applications for a job. If indications of race discrimination appear – if, for example, it appears that very few of a certain group are employed – then, first, a formal investigation will be conducted.
