ABSTRACT
Any domestic remedies which are available must be exhausted.25 Thus, if a remedy is available within domestic law, it must first be sought. Only where there exists no remedy in law, or where the pursuit of a remedy would be unequivocally certain to fail,26 may an individual lodge a petition.
