ABSTRACT

The Nice Treaty, like the Amsterdam Treaty, amended the EC Treaty and TEU, reforming the institutions in preparation for the accession of new Member States. The principal changes were to the size and organisation of the Commission, revision of the weighted voting system in the Council, extending qualified majority voting in Council and the power of co-decision of the European Parliament. The Treaty also changed the distribution of seats in the Parliament after enlargement and made changes to the ECJ and the Court of First Instance. Also reformed were the ‘enhanced co-operation’ procedures which facilitate Member States’ co-operation in different areas even though not all Member States wish to take part.27
