ABSTRACT

Online learning, or e-learning, represents the most current onslaught of new education and training programming, delivered by media, that is grounded in a mantra of expanding access. This expansion relates not only to access to greater amounts of education content, but to learning communities, Web-based resources, enhanced student services, and special adaptive services for challenged learners-all of this is accessible “anytime/anyplace.” However, access is but one element in a larger set of concerns common to all formats of education. A key issue is the quality of the educational transaction itself.
