ABSTRACT

As a result of the implementation of PL 94-142 The Education for All Handicapped children Act of 1975, now known as the Individuals with Disabilities Education Act (1997) (IDEA), school districts nationwide are required by State and Federal education agencies to form parental partnerships based on the belief that parental involvement benefits the students, parents, and schools. However, organized efforts by public schools to involve culturally and linguistically diverse (CLD) parents are more recent (Koonce & Harper, in press; Lynch & Hanson, 2004).
