ABSTRACT
Bilingual education (BE) is probably the most controversial educational program in the United States. Whereas New York and Texas are trying to attract bilingual teachers and expand programs, California, Arizona, and Massachusetts have banned BE unless it is specifically requested by parents, and anti-BE proposals have been introduced in other states.
