ABSTRACT

Collecting data as part of a systematic, continuous improvement effort allows federal, state, and local staff involved in implementing family literacy programs to assess programmatic strengths and weaknesses, make changes that enhance program functioning, and determine the effects of program improvement activities. This chapter focuses on the Even Start Family Literacy Program, the nation’s largest family literacy program, describing evaluation activities at the national, state, and local levels, and the extent to which data collected from these studies are used for program improvement. It ends with recommendations on how to do a better job at continuous program improvement.
