ABSTRACT

No reasonable observer of human culture and civilization could come away with anything other than the conclusion that our primary, if not virtually exclusive, manner of enforcing behavior is through punishment. The world is divided into nation states which enforce their borders against each other through death and violence, and even the poorest devote significant percentages of their gross national products to ensuring that they possess sufficient firepower to succeed. Within each nation, there are literally roomofuls of books setting forth criminal and civil rules and behavioral requirements, with specific punishments identified for each violation. Each nation, state, county and township has additional sets of rules, with concomitant punishments. Numerous prisons are built and maintained with which to incarcerate violators.
