ABSTRACT

The policy process does not end when a government decides to initiate a program. That program must be implemented and decisions must be made about the success or failure of the program. Citizens have an interest in the implementation and evaluation process. The nature of the program may be substantially altered as the words of the laws are actually carried out. Citizen evaluations of programs should be used to alter or abolish programs that fail or to support those programs that succeed. Just as there are barriers to the ability of citizens to control the policy choices of local governments, there are also difficulties in influencing the implementation and evaluation stages of the policy process, as this chapter will discuss. One of the first barriers is the complexity of the implementation process.
