ABSTRACT

This chapter will examine two policy areas that cannot be easily classified into any one of the policy types that researchers have developed. Crime control and educational policies both have distributive aspects in the sense that they are government services that are widely distributed. Obviously, crime control could also be seen as regulatory policy and certain aspects of educational policy are redistributive in impact. In some ways, both policy areas are also developmental as they help create an attractive environment for people and business. Due to the ambiguity involved, this book refers to crime control and education as quality-of-life policies, because they affect how appealing a community is to business and how satisfied citizens are with their life in the community.
