We’ve seen how the big guys operate-as many as a thou-sand employees per firm, Fortune 500 clients, offices inSilicon Valley, Shanghai, and other world capitals, and million-dollar-a-year fees.

But surely not all PR agencies fit into this firmament. According to the Council of Public Relations Firms 2000 industry ranking, only 44 firms had billings exceeding $10 million a year, whereas another 200 firms billed over $1 million.
