Considered by many to be "the most powerful man on earth," the presi-dent of the United States makes decisions that affect not only residents of the United States but of the world. Is it any wonder that President Clinton's decision to bomb Iraq on December 16, 1998, on the eve of his impeachment vote, was met with a great deal of criticism?
